if league news had free agent signings? it would be nice to see when players are not available anymore, like, all in one place, and where they went.

It does. Scroll down to March 26, 1950. There are signings listed there. (I've also requested that this be incorporated somehow into the Free Agent and/or View Bids pages.)

I thought that the day 3 bids were supposed to run at 10AM, but I have not seen them yet.

The cap is 80. It gives you an average of 2M per player for your 40-man roster.

does that mean when you spend 22 million on two pitchers, the other 38 player are far below average?

It does. (Also, I was only supposed to get 1 of those guys. The odds of both of them signing were 8:1 or less, oh well.)
