New Help Backend

I've modified how the Help Icons work on the site, to hopefully improve performance a tiny bit. Let me know if you see any problems, or if you see the text "help item missing" anywhere.

Thanks, I've cleaned this up. There isn't help text associated with that page, so I've removed the icon.
