It means he doesn't get a good jump on the ball. On a pop fly he can't figure out where it's going to land. Etc.

Range and speed have absolutely nothing to do with one another. Speed is an offensive attribute that contributes to the number of triples, doubles and infield hits a player can get, whereas Range is a defensive number that refers to the competency with which a player can play their position.

He's probably not A+ and F, but Alex Rios fits the mold of a very fast player with terrible range...he's typically moving very quickly, but rarely is he actually going in the right direction.
