Would a September call up hurt this development?

I figure he is 76/76 on his numbers that is lowest A- would a month on the main roster be a bad thing at OS 21? Then give him to July the next year on the main roster and then down to finish season or vice versa if need be.

I'd leave him down unless you have a CP crunch, or need him for a playoff push. He'd be unlikely to convert any IC's.

I'm never a fan of bringing up pitchers too early, that said De Santis converted 7/38 at OS21, he converted 6/39 in the minors at 20.

He'll likely develop better in the minors. Also, he's OS 20, not 21. The thing is, you're not competing, so why potentially retard the growth of your best prospect?
Additionally, you'd have been better off calling up Dickerson at the beginning of the year and playing him every day. He might have finished B/A+ vRHP. Maybe not, but since you're not competing, what's the point of putting your "best guys" on the field? (See above question). Same with Daub. Why is he in the 5th spot, getting fewer ICs?
Good luck.
